OR Certified General Appraiser No.C000108 WA Certified General Appraiser No. 1100709 Mr. Zell has been professionally involved in various real estate related industries since 1972 when he joined the title company staff at Transamerica Tile Insurance Co. Since that time he sold real estate for many years, managed a real estate sales office, built apartments and finally after the recession of 1982+ joined the appraisers at Allied Real Estate Appraisers. After three years as a residential staff appraiser, he took the large step of buying the company with two others. Over the next four years he specialized in land development projects, complex residential properties, proposed and existing condominium and townhouse projects, and complex land appraisals. He earned the SRA designation from the Appraisal Institute in 1988 and the MAI designation in 1992. The MAI membership designation is held by appraisers who are experienced in the valuation and evaluation of commercial, industrial, residential and other types of properties, and who advise clients on real estate investment decisions. The SRA professional membership designation is held by real estate solutions providers who are experienced in the analysis and valuation of residential real property. Mr. Zell has been very active in the Appraisal Institute serving in elected offices in Oregon and the NW region including the Greater Oregon president in 1996, Regional Representative over many years and regional ethics panel member. Nationally, Mr. Zell has served as a residential experience reviewer and member of the Public Relations Committee. During the original 1990-91 licensing period mandated by the federal government he taught courses at Portland State University that allowed hundreds to be licensed in the state. Governor John Kitshauber appointed Mr. Zell to the Appraiser Certification and Licensure Board in 2002 and was confirmed by the Oregon Senate. He was reappointed in 2006 by Governor Kulongoski and again confirmed by the senate. He currently serves the Board as its chair. As the chair Mr. Zell represents the State at the Association of Appraisal Regulatory Officials and was recently elected as the regional director for the NW region. Over the past 10 years Mr. Zell has been under contract with our regional government, METRO, as the appraisal review consultant and advised other governments in the acquisition of park and other lands. He has served as a consultant in condemnation actions, expert witness assignments, and valuation expert in budget preparations, mediation and dispute resolutions and legal actions involving valuation issues. Oregon State Licensed Appraiser No. L000141 Norma J. Zell is the chief residential real estate appraiser for the Zell firm. She has been appraising single family (and other types of residential properties including duplex, condominium, town home, etc.,) for over 18 years, in conjunction with, and under the supervision of Craig Zell, MAI, SRA. Her field of expertise ranges from complex properties located on large acreage parcels, to small starter homes. From proposed dwellings to historic estates, Norma approaches each appraisal assignment with thoroughness and care, taking forethought and appreciation for specifics related to architectural design, utility of the structure, and general market appeal of the home.
